Here is just a little outlook to what will be possible soon...

The standard goal of a territory planning is to make sure each territory has almost the same TotalActivity.
Standard: we try to make every territory with equal total activity (as long as we are within the given tolerance)

With the upcoming feature you can also specify some kind of weight between the territories. This is useful if the amount of resources at the territories is deviating.
new feature: limits between the territories is set to Berlin:Hamburg is 1:4. This means the total activity of Hamburg is expected to be 4 times more than Berlin.
