Service time: active versus passive

xRoute 2 : TourStopOptions
The current v2.24 version mentions a "The service time."
In this version the service is always ACTIVE, not passive - maybe we implement a switch later...

xTour2: Service is always "active". The length of a service period is maintained

• through the Site class
• or via the TransportOrder class or the VisitOrder class
• or via the Vehicle class
