OvernightStay : decision criteria

I've been asked for the criteria that applies when we have to decide about an overnight stay in xCluster's planVisit. Here's an example:

in xTour1.planOvernight we used to apply some cost driven factors such as "costs per overnight stay" which were applied together with a drivers costsPerKilometer and costsPerWorkingHour. This approach isn't used anymore.

- Here's the direct comparison. By staying in the hotel it is pssible to save about 1:30 traveltime - with equal service times for both scenarios.
- In this example the decision is "drive back home"
- Here the decision is "stay at the hotel"
