Is xLocate in China down?

We're having some issues with connecting to xLocate hosted in China, but xMap and xRoute seem to work. Any ideas?
danger: such an important time critical issue should be handeled via support - the forum is more strategic, answers could remaind some days.
I forwarded the info to support. You could simplify our research by specifying the service url you used ...
