How to change traffic event message language?

Hello Oli, Marco,
in this post a user asked how to change the translation of the traffic messages (default is German, he requires English)

Assuming he uses an on Premise installation of the Traffic Info Loader I responded with some technical background but it turned out that we also need the response for those users who consume xServer INTERNET. Could you please give us some guidance?
